DELHI -- A major new survey of the likely effects of climate change on India's water resources published today identifies huge challenges to maintaining adequate supplies in the next few decades, but argues that these can be overcome with an integrated, multi-sectorial approach that takes into account water use from farm to river basin level. The book's editors say that more investment, further policy reforms and their implementation will be needed if India is to remain food secure whilst protecting the natural systems on which agriculture relies.

The book, "Water and Climate Change: an integrated approach to adaptation challenges" is the culmination of the three year Climawater project, funded by the Norwegian Ministry of Foreign Affairs through Bioforsk, a national research institute in Norway and implemented by the Indian Institute of Technology Delhi, New Delhi and the International Water Management Institute. It will be launched today by the Honorable Minister of Rural Development, Shri. Jairam Ramesh, and the Norwegian Minister of the Environment and International Development, Mr. Erik Solheim. The book draws heavily on research carried out over several years in the Godavari River Basin which covers large areas of the states of Andhra Pradesh (where most of the fieldwork was done), Maharashtra, Orissa, Chhattisgarh and Pondicherry, as well as parts of Karnataka and Madhya Pradesh.

"We are convinced that India can rise to the water supply challenges that climate change will bring," say Dr. A K Gosain of IITD and Dr. Udaya Sekhar Nagothu of Bioforsk, two of the book's editors. "What we have compiled is a comprehensive analysis of the impacts that climate change poses to Indian water management and some potential strategies for addressing this. We believe, in India, this is one of the first studies using a multi-scale integrated approach."

In recent years there has been a revolution in water management thanks to improved computer modeling and satellite remote sensing technology. This has enabled researchers to monitor water use down to farm level, and then apply these observations at the basin scale. Coupled with new social research on how farmers and other water users make water resource decisions, the book's editors believe that this comprehensive methodological approach can give policymakers the holistic overview they need to develop future sustainable and equitable water management strategies.

"It is critical that we adopt a multi-level approach to the problem of climate change and water management," says Dr. K Palanisami of the International Water Management Institute and a co-editor of the book. "We need to look at issues at farm level right up to the whole river basin if we are to successfully deal with the challenges. It is vital that we involve people at all levels and that we look at both social and environmental concerns."

The book makes some key recommendations for India's water managers including the development of "low regret" (meaning with low risk, simple and practical) policies, improving and sharing water databases, plus better dissemination, capacity building and awareness on the likely effects of climate change and how we can adapt to it. The editors hope that the book will encourage similar research in other basins in India.

(AP) ? Jim Caldwell is back in the NFL, this time as the Baltimore Ravens quarterbacks coach.

The 57-year-old Caldwell was hired on Monday by the Ravens. The appointment comes less than two weeks after Caldwell was fired as head coach of the Indianapolis Colts following a 2-14 season.

Caldwell went 26-22 in three years with Indianapolis, including a Super Bowl appearance.

After working with Colts standout quarterback Peyton Manning for 10 seasons, Caldwell will turn his attention toward improving Ravens quarterback Joe Flacco and teaming with offensive coordinator Cam Cameron to strengthen Baltimore's passing game, which ranked 19th this season.

"After spending considerable time with Jim over the last week, we think he will be an excellent fit with our team, coaching the quarterbacks and helping with our offense," Ravens coach John Harbaugh said. "We believe he enhances our staff. Jim has a tremendous history coaching at the college and pro level, especially working with quarterbacks and providing help with offenses.

"The timing is right to add a quarterbacks coach after Cam and Joe worked so closely and well together this year. It's the right step for us now."

Before taking over as head coach at Indianapolis, Caldwell spent seven seasons as the team's quarterbacks coach. Under his direction, Manning won three NFL MVP awards. In 2004, Indianapolis went 12-4 behind Manning, who threw for a career-high 49 touchdowns and just 10 interceptions.

"I am really excited to work with coach Harbaugh, Cam and the rest of the coaching staff," Caldwell said. "It's a great fit for me, and I'm happy they saw it that way. I can't wait to get started with the Ravens, an organization that from top to bottom is one of the NFL's best."

Baltimore is the only NFL team to reach the playoffs in each of the last four seasons. The Ravens were eliminated this year by New England in the AFC title game.

Thailand welcomes Twitter's new censorship policy (AP)

BANGKOK ? Thailand is welcoming Twitter's new policy to censor tweets in specific nations where the content might break laws.

Technology minister Anudith Nakornthap said Monday the new policy was a "constructive" development. The Southeast Asian country routinely blocks websites with content deemed offensive to the Thai monarchy.

Anudith said it was good that Twitter "felt responsible to cooperate with governments to make sure basic rights are not violated through the use of social media."

Thailand's taskforce that monitors anti-monarchy content has blocked 1,156 websites since December.

Twitter has been a tool of free speech and dissent around the world and its policy change last week ignited global outrage. The U.S. State Department credited Twitter with being upfront about the policy but reserved comment otherwise.

Russia backs Assad, last friend in Arab world (AP)

MOSCOW ? Russia's defiance of international efforts to end Syrian President Bashar Assad's crackdown on protests is rooted in a calculation that it can keep a Mideast presence by propping up its last remaining ally in the region ? and has nothing to lose if it fails.

The Kremlin has put itself in conflict with the West as it shields Assad's regime from United Nations sanctions and continues to provide it with weapons even as others impose arms embargoes.

But Moscow's relations with Washington are already strained amid controversy over U.S. missile defense plans and other disputes. And Prime Minister Vladimir Putin seems eager to defy the U.S. as he campaigns to reclaim the presidency in March elections.

"It would make no sense for Russia to drop its support for Assad," said Ruslan Pukhov, head of the independent Center for Analysis of Strategies and Technologies. "He is Russia's last remaining ally in the Middle East, allowing it to preserve some influence in the region."

Moscow may also hope that Assad can hang on to power with its help and repay Moscow with more weapons contracts and other lucrative deals.

And observers note that even as it has nothing to lose from backing Assad, it has nothing to gain from switching course and supporting the opposition.

"Russia has crossed the Rubicon," said Igor Korotchenko, head of the Center for Analysis of Global Weapons Trade.

He said Russia will always be marked as the patron of the Assad regime regardless of the conflict's outcome, so there's little incentive to build bridges with the protesters. The U.N. estimates that more than 5,400 people have been killed since the uprising began in March.

"Russia will be seen as the dictator's ally. If Assad's regime is driven from power, it will mean an end to Russia's presence," said Fyodor Lukyanov, editor of the magazine Russia in Global Affairs.

Syria has been Moscow's top ally in the Middle East since Soviet times, when it was led by the incumbent's father, Hafez Assad. The Kremlin saw it as a bulwark for countering U.S. influence in the region and heavily armed Syria against Israel.

While Russia's relations with Israel have improved greatly since the Soviet collapse, ties with Damascus helped Russia retain its clout as a member of the Quartet of international mediators trying to negotiate peace between Israel and the Palestinians.

After Bashar Assad succeeded his father in 2000, Russia sought to boost ties by agreeing to annul 73 percent of Syria's Soviet-era debt. In the mid-2000s, Putin said Russia would re-establish its place in the Mideast via "the Syria route."

Syria's port of Tartus is now the only naval base Russia has outside the former Soviet Union. A Russian navy squadron made a call there this month in what was seen by many as a show of support for Assad.

For decades, Syria has been a major customer for the Russian arms industries, buying billions of dollars' worth of combat jets, missiles, tanks and other heavy weapons. And unlike some other nations, such as Venezuela, which obtained Russian weapons on Kremlin loans, Assad's regime paid cash.

The respected newspaper Kommersant reported this week that Syria has ordered 36 Yak-130 combat jets worth $550 million. The deal, which officials wouldn't confirm or deny, may signal preparations for even bigger purchases of combat planes.

Korotchenko said Syria needs the jets to train its pilots to fly the advanced MiG-29M or MiG-35 fighter jets it wants to purchase: "It's a precursor of future deals."

Korotchenko said Syria's importance as a leading importer of Russian weapons in the region grew after the loss of the lucrative Iraqi and Libyan markets.

Russia, whose abstention in a U.N. vote cleared the way for military intervention in Libya, later voiced frustration with what it described as a disproportional use of force by NATO.

The Kremlin has vowed not to allow a replay of the Libyan strategy in Syria, warning that it would block any U.N. resolution on Syria lacking a clear ban on any foreign military interference.

Moscow accuses the West of turning a blind eye to shipments of weapons to the Syrian opposition and warns it won't be bound by Western sanctions.

Earlier this month, a Syria-bound Russian ship allegedly carrying tons of munitions was stopped by officials in Cyprus, an EU member, who said it was violating an EU arms embargo. The ship's captain promised to head to Turkey but then made a dash to Syria.

Asked about the ship, Russia's foreign minister bluntly responded that Moscow owes neither explanation nor apology to anyone because it has broken no international rules.

Nonetheless, Moscow has shown restraint in its arms trade with Damascus, avoiding the sales of weapons that could significantly tilt the military balance in the region.

In one example, the Kremlin has turned down Damascus' requests for truck-mounted Iskander missiles that can hit ground targets 280 kilometers (175 miles) away with deadly precision. While the sale of such missiles wouldn't be banned under any international agreements, Moscow has apparently heeded strong U.S. and Israeli objections to such a deal.

Moscow also has stonewalled Damascus' request for the advanced S-300 air defense missile system, only agreeing to sell short-range ground-to-air missiles.

"Russia has taken a very careful and cautious stance on contracts with Syria," Korotchenko said.

The most powerful Russian weapon reportedly delivered to Syria is the Bastion anti-ship missile complex intended to protect its coast. The Bastion is armed with supersonic Yakhont cruise missiles that can sink any warship at a range of 300 kilometers (186 miles) and are extremely difficult to intercept, providing a strong deterrent against any attack from the sea.

Observers in Moscow said that Russia can do little else to help Assad. The chief of the Russian upper house's foreign affairs committee, Mikhail Margelov, openly acknowledged that this week, saying that Russia has "exhausted its arsenal" of means to support Syria by protecting it from the U.N. sanctions.

Lukyanov said Russia has made it clear it would block any attempts to give U.N. cover to any foreign military intervention in Syria, but wouldn't be able to prevent Syria's neighbors from mounting such action.

"Russia realizes that it has limited opportunities and can't play a decisive role," he said.

Pukhov also predicted that Russia wouldn't take any stronger moves in support for Damascus.

"Going further would mean an open confrontation with the West, and Russia doesn't need that," he said.

Apple juggernaut gets little investor respect

(AP) ? Apple is worth $415 billion, putting it neck and neck with Exxon Mobil as the world's most valuable company. But by standard Wall Street measures, its stock is a bargain.

Why aren't investors giving the company full credit for its enormous profits and staggering growth?

There's a big discrepancy between Apple's earnings and its stock price, and it became even more glaring on Tuesday, when the company reported results for its latest quarter. The well-managed launch of the iPhone 4S and the ever growing popularity of Apple products around the world conspired to send earnings and sales zooming past analyst estimates.

Apple's sales were $46.3 billion in the quarter that ended Dec. 31, up 73 percent from a year ago. That's more than twice the revenue of its old nemesis, Microsoft Corp.

Net income grew 118 percent to $13.06 billion. That's more than Google Inc.'s revenue for the quarter.

Investors cheered ?sort of. Apple's stock rose 6 percent Wednesday, hitting a new all-time high of $454.45.

But analysts who do the math find that, based on the earnings expected this year, the stock should be trading much higher. Before the earnings report, 45 Wall Street analysts who follow the company believed, on average, that Apple should be worth about $556 per share. After the report, the analysts rushed to raise their estimates, some as high as $650.

That means Apple shares trade at a discount of 25 percent to 50 percent compared to its projected earnings for the coming year.

"This isn't supposed to be happening to a company of this size," said David Rolfe, chief investment officer at Wedgewood Partners Inc., manages a $150 million fund where Apple is the largest component. "In our collective investment experience, none of us have ever seen this before."

There are two main reasons for the missing hundred-dollar bills in Apple's stock price.

One is Apple's policy of hoarding the cash it makes, like a dragon resting on a pile of gold. It doesn't share any with investors through dividends or buybacks, like many other companies do. The policy is all the more striking when you consider the size of the cash pile: $97.6 billion. That's enough for a $100 special dividend for every Apple share.

For years, analysts have been pressing Apple for a plan to do something with the cash. The company's standard response has been that the cash gives it flexibility to buy other companies and strike long-term supply deals.

But on a post-report conference call with analysts on Tuesday, chief financial officer Peter Oppenheimer hinted that a change might be in the air, saying the board is in "active" discussions about what to do with the cash.

"I'd be surprised if there wasn't a dividend by the end of calendar-2012," said Michael Walkley, an analyst with Canaccord Genuity.

The dividend would be important, not so much because it would directly reward shareholders, he said, but because it might vastly expand the number of investment funds that would be allowed to buy Apple stock.

Growth-oriented funds already own a lot of Apple shares, and can't stomach any more. Apple has "run out of room," in the words of analyst Toni Sacconaghi at Sanford Bernstein.

Meanwhile, value-oriented funds have rules against buying companies that don't pay dividends, and own few Apple shares, he said. He, too, thinks it's likely that Apple will institute a dividend, which would raise the stock price by broadening the range of funds that will own Apple.

The other main reason for the low stock price appears to be that Apple has grown so big, so fast. Investors and analysts have refused to believe that a company of that size can grow at an annual rate of 73 percent, like it did in the latest quarter.

Wall Street analysts have been "woefully conservative on Apple," Rolfe said. "The mantra has been: Hey, a company this size just cannot keep growing at these unbelievable rates."

Scott Sutherland, an analyst at Wedbush Morgan, does believe Apple's earnings growth will slow. But even if today's breakneck pace can't hold up, and growth moderates to 21 percent per year, the shares are still worth $585, he said.

There's no sign of growth slowing this year, however. Apple is expected to launch the iPad 3 in a few months, and perhaps a TV set some time this year. This summer, analysts expect an iPhone with a new look and the ability to use Verizon Wireless' and AT&T Inc.'s new high-speed "LTE" data networks. That would be the biggest iPhone launch in years, Sutherland said.

"It will crush the iPhone 4S launch," he said.

EU bans Iranian oil, Tehran responds with threats (Reuters)

BRUSSELS/TEHRAN (Reuters) ? The European Union banned imports of oil from Iran on Monday and imposed a number of other economic sanctions, joining the United States in a new round of measures aimed at deflecting Tehran's nuclear development program.

In Iran, one politician responded by renewing a threat to blockade the Strait of Hormuz, an oil exporting route vital to the global economy, and another said Tehran should cut off oil to the EU immediately.

That might hurt Greece, Italy and other ailing economies which depend heavily on Iranian crude and, as a result, won as part of the EU agreement a grace period until July 1 before the embargo takes full effect.

A day after a U.S. aircraft carrier, accompanied by a flotilla that included French and British warships, made a symbolically loaded voyage into the Gulf in defiance of Iranian hostility, the widely expected EU sanctions move was likely to set off further bellicose rhetoric in an already tense region.

Some analysts say Iran, which denies accusations that it seeking nuclear weapons, could be in a position to make them next year. So, with Israel warning it could use force to prevent that happening, the row over Tehran's plans is an increasingly pressing challenge for world leaders, not least U.S. President Barack Obama as he campaigns for re-election in November.

Meeting in Brussels, foreign ministers from the 27-state EU, which as a bloc is Iran's second-biggest customer for crude after China, agreed to an immediate ban on all new contracts to import, purchase or transport Iranian crude oil and petroleum products. However, EU countries with existing contracts to buy oil and petroleum products can honor them up to July 1.

EU officials said they also agreed to freeze the assets of Iran's central bank and ban trade in gold and other precious metals with the bank and state bodies.

Along with U.S. sanctions imposed on December 31, the Western powers hope choking exports and hence funding can force Iran's leaders to agree to curbs on a nuclear program the West says is intended to yield weapons.

EU SEEKS TALKS

EU foreign policy chief Catherine Ashton said: "I want the pressure of these sanctions to result in negotiations.

"I want to see Iran come back to the table and either pick up all the ideas that we left on the table ... last year ... or to come forward with its own ideas."

Iran has said lately that it is willing to hold talks with Western powers, though there have been mixed signals on whether conditions imposed by either side make new negotiations likely.

The Islamic Republic insists it is enriching uranium only for electricity and other civilian uses.

It has powerful defenders against the Western action in the form of Russia and China, which argue that the new sanctions are unnecessary, and can also probably count on China and other Asian countries to go on buying much of its oil, despite U.S. and European efforts to dissuade them.

A member of Iran's influential Assembly of Experts, former intelligence minister Ali Fallahian, said Tehran should respond to the delayed-action EU sanctions by stopping sales to the bloc immediately, denying the Europeans time to arrange alternative supplies and damaging their economies with higher oil prices.

"The best way is to stop exporting oil ourselves before the end of this six months and before the implementation of the plan," the semi-official Fars news agency quoted him as saying.

He also reiterated that Iran could close the Strait of Hormuz, the narrow channel between the Gulf and open sea through which a third of all oil tanker traffic passes to importers around the world.

Washington has said it will not tolerate any closure, a position underlined by Sunday's passage through the strait of a U.S. flotilla around the carrier Abraham Lincoln, accompanied by two European frigates, Britain's Argyll and France's La Motte-Picquet.

HORMUZ THREAT

While Iran's Revolutionary Guards, possibly aware of their impending arrival, had backed away on Saturday from a threat made by a vice president last month to prevent "even one drop of oil" passing through the strait if the West embargoed Iran's crude, a senior member of parliament said on Monday that the closure remained an option if exports were disrupted.

"If any disruption happens regarding the sale of Iranian oil, the Strait of Hormuz will definitely be closed," Mohammad Kossari, deputy head of parliament's foreign affairs and national security committee, told Fars.

While the Western powers were at pains to describe their naval movement through the strait as routine, a view echoed by the Revolutionary Guards, they also stressed its symbolism.

"On this occasion HMS Argyll and a French vessel joined a U.S. carrier group transiting through the Strait of Hormuz, to underline the unwavering international commitment to maintaining rights of passage under international law," Britain's defense ministry said in a statement.

In Paris, spokesman Thierry Burkhard said: "It's a sign to Iran if they want to consider it like that."

Iran, the world's No. 5 oil exporter and also rich in natural gas, says it is enriching uranium and developing other nuclear technologies to meet rising energy needs. But the U.N. nuclear watchdog agency reported in November that it had evidence suggesting Iran had worked on designing an atomic bomb.

The unprecedented effort to take Iran's 2.6 million barrels of oil per day off international markets has kept global prices high, pushed down Iran's rial currency and caused a surge in the cost of basic goods for Iranians.

Billy Cundiff: Distracted Before Missed Field Goal?


Baltimore Ravens kicker Billy Cundiff was the goat Sunday after his missed field goal cost the team a chance to tie the AFC Championship Game in the waning moments.

An All-Pro attempting a 32-yarder should be a gimme, but Cundiff missed badly, sending the New England Patriots to the Super Bowl and leaving fans wondering what happened.

There have been reports that Billy was distracted beforehand - to the point that coaches were yelling at him - and wasn't ready to get in the game in until the last second.

You can see him running onto the field just before kicking:

Kickers usually walk toward the field as their opportunities become apparent, but as the Ravens marched down the field, was Cundiff unaware he was about to be called on?

Sources say players and coaches repeatedly called for Cundiff and were infuriated he wasn't ready sooner, although none have gone on record with this publicly.

It's unclear the effect this had on the kicker, or whether the Ravens would have gone on to win in overtime, of course (this would have only tied the game at 23).

What's quite clear is that whatever happened, Cundiff will likely be thinking about it for some time. He should give the 49ers' Kenny Williams a call this week ...

When you think of Super Bowl Sunday, many images likely come to mind: malty beverages, nachos, high-budget commercials and -- oh, yeah -- football. Even amongst us mobile fanatics, however, cellular coverage rarely crosses the mind. Fortunately, that's not how Big Red rolls. The company has brought three of its LTE cell-on-wheels rigs to Indianapolis in anticipation of the Big Game, which is expected to draw 85,000 attendees. Amongst other things, Lucas Oil Stadium is now wired to the teeth with $69 million in Verizon gear to ensure that all subscribers will be able to tweet along with each touchdown, fumble and botched call -- like the Giants / Packers game, for instance. In addition to the COWs, the equipment includes 400 mobile antennas inside the stadium to carry voice and data, along with 600 WiFi stations to support a total of 28,000 simultaneous connections. The folks at GottaBeMobile have an excellent spread of how all this came together, but if you're more of the visual type, you'll find a quick video after the break.

AMD A8-3870K


There's good news and less-good news about AMD's new A8-3870K Accelerated Processing Unit (or APU). The good news is that it surpasses its predecessor, the A8-3850, in every way (if only slightly),
and provides overclocking features and performance potential beyond what you may think you can expect from a chip with a $135 (list) price?whether from AMD or Intel. But for all the strides AMD has made since it released the previous APU this past summer, the A8-3870K still can't replace a solid CPU?discrete video card combo for even quasi-serious gamers. But it shows that AMD is taking its Fusion product seriously, and thus hints at more good things to come.

Like the A8-3850, the A8-3870K is based on a 32nm production process and contains four CPU cores and a DirectX 11 (DX11)?supporting Radeon HD 6550D GPU with 400 GPU cores (in roughly the middle budget range of AMD's video products, judging by the previous generation's naming scheme). There's 128KB of L1 cache and 1MB of L2 cache available per core, and the APU supports dual-channel DDR3 memory at speeds of up to 1,866MHz. The A8-3870K of course also requires a motherboard that uses the (relatively) new FM1 socket, based on either AMD's A75 (with enhanced USB 3.0 and SATA III support) or A55 (USB 2.0 and SATA II) chipsets.

One important reminder about the graphics system on the APU: If you have a discrete video card installed, the APU will by default function as the boot-up video adapter, meaning any displays connected to a video card won't work until Windows loads the proper video drivers. This can be annoying if you only have one display, but you can toggle this "feature" in the motherboard's BIOS or UEFI settings. Second, the APU lets you access AMD's new Dual Graphics technology to "combine" the power of a discrete GPU with the integrated graphics; but this only works if both your hardware (the video card must be relatively low-end, and if you're only using one DIMM of memory, the whole thing might not work) and software (you'll need the AMD Vision Engine Control Center running) is correctly configured. Make sure your PC meets all the requirements before trying it out.

The biggest difference between the A8-3850 and the A8-3870K is in terms of the clocks. The CPU core on the newer chip has been bumped up from 2.9GHz to 3GHz, though the GPU clock remains unchanged at 600MHz?but both are now unlocked. This means you may overclock them to your heart's (and your PC's thermal) content, independently of each other, to get as much new performance as you can muster. It's also one of the first genuinely compelling reasons we've seen for enthusiasts (or just wannabes) to consider an APU that, by the broader standards of AMD's product line, is not an exceptional performer.

As we said when we reviewed the A8-3850 last year, Intel doesn't have any products that directly compare with AMD's new APUs in terms of overall capabilities. But if you care about raw processing more than graphics, an Intel platform based on chips like the lower-end Core i3-2100 or the considerably more powerful Core i5-2500K will serve you better. At its stock clock speeds, the A8-3870K represents only a tiny increase over the A8-3850; its multicore CineBench R11.5 score rose from 3.46 to 3.55, it took only six seconds less (5 minutes 12 seconds versus 5 minutes 18 seconds) to apply 12 filters in Adobe Photoshop CS5, cryptography throughput in TrueCrypt 7.0 raised from 106MBps to 109MBps, and its score in our full-system Futuremark PCMark 7 benchmark was functionally unchanged.

Video tests showed similarly small increases, with scores rising from 1,024 to 1,026 in 3DMark 11, frame rates increasing from 6.3 frames per second (fps) to 6.4fps in Lost Planet 2, and frame rates not improving at all in the Heaven Benchmark 2.5 (it remained at 5.5fps both times). These were all at basic resolutions, by the way?the Performance (1,280 by 720) preset for 3DMark 11, and 1,280 by 1,024 for the other two?though we maxed up all the details. By reducing the titles' resolutions or turning down the visual effects, you'll be able to get something much closer to playable frame rates, but you'll be making quite a few sacrifices.

This is where the overclocking comes in, right? Theoretically. We're happy to report that overclocking (when the APU was installed in the Gigabyte GA-A75-UD4H motherboard) was a breeze, and being able to separately focus on the CPU and GPU was an enormous frustration reducer. We had very little trouble nudging the GPU clock up from 600MHz to 900MHz and the CPU clock from 3GHz to 3.5GHz, using just a basic air cooler?and AMD tells us that, with more aggressive cooling and fine tuning of voltages, a combo rate of 960MHz/3.8GHz is possible. The A8-3870K offers you a lot of leeway.

But is it worth it? That depends on your point of view. The 3DMark 11 score rose from 1,026 to 1,244, CineBench from 0.90 to 1.04, the Heaven Benchmark from 5.5fps to 6.4fps, Lost Planet 2 from 6.4fps to 7.5fps, PCMark 11 from 2,509 to 2,691, Photoshop times down from 5:12 to 4:36, and TrueCrypt throughput up from 109MBps to 119MBps. (Predictably, load power rose as well, from 134.6 watts to 142.3 watts.) These aren't poor jumps by any stretch of the imagination. But except for those who might be really excited to overclock with such an inexpensive chip, we're not sure they're dazzling enough to set many hearts racing.

Still, the AMD A8-3870K is a fascinating part that shows how serious AMD continues to take the mainstream processor race. Our conclusion with this APU remains the same as with the A8-3850: Though you'll want a standalone video card for any real gaming purposes, AMD's blending of processing and video performance delivers a balance you just can't get from Intel right now. This may change when Intel ships its Ivy Bridge CPUs, which will support advanced DX11 graphics rather than Sandy Bridge's DX10, in a few months. But for now, AMD's Fusion approach is generating the most comforting heat in the midrange market.

14 Indonesian, Korean crew rescued in Philippines

(AP) ? A cargo ship loaded with iron ore has listed off the eastern coast of the Philippines, and passing boats rescued the 14-member crew.

Philippine coast guard operations officer Mark Angue says the Panamanian-registered M/V Sun Spirit began to list Saturday off Catanduanes province and sent a distress signal. The coast guard immediately deployed three ships and a helicopter for a search and rescue.

Angue says the coast guard later learned that the 12 Indonesian and two Korean crewmen abandoned their China-bound ship, which came from the central Philippine province of Leyte.

Coast guard Admiral Ramon Liwag says a passing Philippine cargo ship rescued 11 of the crewmen while a fishing boat saved three others. It's unclear whether the disabled ship sank.

The FuelBand has a few neat tricks to set it apart. Sure, it'll track your perambulations, but it also converts all of your physical activity into a kind of health currency called NikeFuel. It tracks steps walked and calories burned, but it also uses oxygen kinetics to take a more precise measurement of your exertion ? and in true Nike fashion, it turns the result into a competitive sport.

Urban US Chinatowns wane as Asians head to suburbs (AP)

WASHINGTON ? America's historic Chinatowns, home for a century to immigrants seeking social support and refuge from racism, are fading as rising living costs, jobs elsewhere and a desire for wider spaces lure Asian-Americans more than ever to the suburbs.

As the Lunar New Year begins Monday, annual festivities in Washington, D.C.'s shriveled Chinatown are, for the first time, being promoted by a large marketing firm. New York's Chinatown, one of the nation's oldest, has lost its status as home to the city's largest Chinese population, based on the 2010 census.

Shifts also are under way in Los Angeles, Boston, Houston, San Francisco and Seattle, where shiny new "satellite Chinatowns" in the suburbs and outer city limits rival if not overshadow the originals.

"The traditional Chinatown is changing, and in most cities it is no longer the residential, political and cultural center of Asian-American life that it once was," said Wei Li, an Arizona State University professor who chairs the Census Bureau's advisory committee on the Asian population.

She explained that urban Chinatowns continue to serve a role for newly arrived immigrants with less education or lower skills who seek entry-level work, as well as for elderly residents with poor English skills who can't drive. But middle-class families are almost nowhere to be found, and in many cities, rising downtown property costs and urban gentrification threaten their traditional existence.

"Some have become functional as tourist attractions," Li said.

Signs of Chinatown decline can be seen in the Los Angeles metropolitan area, home to the nation's largest Asian-American population at 1.9 million. There, Monterey Park, deemed part of an "ethnoburb" outside Los Angeles after it became majority Asian-American in the 1990s, has long been a first stopping point for newly arrived Chinese seeking bigger houses away from downtown Los Angeles.

Due to fast growth, the Asian-American suburban population has spread to other areas of California's San Gabriel Valley and more recently to Irvine, where their share of the population jumped from 30 to 39 percent over the last decade.

"Irvine is one of the new wave of Asian communities, but it is not overtly Chinatown," said Ralph Lee, 28, of Irvine. Lee, whose immigrant parents reared him in the affluent seaside community of Newport Beach, Calif., has never been to the Los Angeles Chinatown.

Nationwide, about 62 percent of Asian-Americans in the nation's large metropolitan areas live in the suburbs, up from 54 percent in 1990 and the highest ever. Tied with Hispanics as the fastest-growing group, the nation's 4.4 million Asians are more likely than other minorities to live in the suburbs; only whites, at 78 percent, are higher.

Since 2000, nearly three-fourths of Asian population growth in the U.S. occurred in suburbs, many of them in the South.

"While the general image of Asians is associated with Chinatowns, Koreatowns or urban neighborhoods with Indian restaurants, the majority of all major Asian groups now live in the suburbs," said William H. Frey, a demographer at Brookings Institution, who reviewed the census data. "Suburban living is still the American dream for most minorities in the U.S. and a sign of `making it,' and better schools are also a draw."

It wasn't always that way.

The first neighborhoods known as Chinatowns emerged in the 1800s during the Gold Rush and the building of railroads. After the work was done, a shortage of jobs led Congress to pass a law in 1882 banning the entry of new Chinese laborers. Seeking refuge, many Chinese in the U.S. avoided jobs that directly competed with white labor and opened laundries and restaurants in urban Chinatowns.

The neighborhoods prospered for much of the 20th century after the ban was lifted, before a loosening of federal immigration laws in 1965. That spurred waves of Asian immigrants in subsequent decades who filled existing Chinatowns and pushed new growth of communities elsewhere.

Today, lower-income immigrant families are now more apt to move to outer city areas in Flushing, Queens, or Sunset Park, Brooklyn, than New York's Chinatown, drawn by affordability and wider spaces. More immigrants, especially those who are affluent or hold college degrees, are heading straight to suburbs in the South including Florida, Georgia, North Carolina, Virginia and Texas, where high-tech or manufacturing jobs are in greater supply.

The shifting migration is spurring development of new mini-Chinatowns in the suburbs and South, typically large shopping malls where residents living in subdivisions miles away can get a day of cultural community at the hair salon, Dim Sum restaurant or Asian supermarket.

"The movement from big-city ethnic enclaves suggests that discrimination and other barriers to upward mobility have declined," said Daniel Lichter, a Cornell University sociology professor who is president of the nonprofit Population Association of America. Still, traditional Chinatowns aren't necessarily going away, he says, comparing them to pockets of "Little Italy" where Americans of all backgrounds now shop and eat.

"Chinatown may change from being strictly safe havens for new Asian immigrants to serving America's never-ending appetite for new cultural experiences," Lichter said.

In the Washington, D.C., metro area, which has a population of one-half million Asian-Americans, fewer than 500 Asians live in Chinatown, down from around 3,000 in 1970. Once a close-knit community of modest shops and rowhouses, it now has become known more for a sports arena, high-rise luxury apartments and national chains including Starbucks, Bed Bath & Beyond and Hooters.

The Chinese residents have scattered to large Asian communities in suburban Montgomery County, Md., and Fairfax County, Va. Many who remain are elderly and live in federally subsidized housing, taking vans several times a week to Great Wall, a Chinese supermarket in suburban Falls Church, Va., so they can buy groceries.

"I'm not going to deny that Chinatown is shrinking," said Soohyun "Julie" Koo, director of the district's Office on Asian and Pacific Islander Affairs, who lives blocks away and is advising the planners of next week's Chinese New Year parade. Parade organizers recently told a local paper they had decided in the Year of the Dragon ? a symbol of power ? that it was time to think big to attract sponsors and promote the neighborhood's heritage.

Shirley Woo, 62, a district native who now lives in Fairfax, Va., has been visiting Chinatown since childhood. Her Chinese immigrant parents owned a laundromat in the city and would socialize with friends and dine there. But outside Chinatown, their options were limited, and she remembers taking trips to New York to stock up on groceries and other staples.

Now, she said, her mother lives in Silver Spring, Md., and has several nearby options that serve authentic Cantonese cuisine.

"Most people don't go down there to eat anyway," Woo said. "You don't think of Chinatown as having the best Chinese food."
