While Governor Rick Perry was signing the bill to ban late-term abortions and protect women?s health from shoddy abortion clinics, pro-abortion protestors screamed and shouted one last time.

As pro-life advocates attending the bill signing reporter on Twitter, some abortion activists were silently protesting while others were ?yelling? outside the bill signing auditorium. Perhaps former Planned Parenthood director Abby Johnson put it best when she pointed the abortion activists to the scoreboard and said the pro-life side is winning.

Meanwhile, Cecile Richards, the head of the Planned Parenthood abortion business, promised legal action against the bill.

Meanwhile, as usual, pro-life advocates were calm and collected while celebrating with Governor Rick Perry.

FISHHAWK RANCH, Fla. -- Eden Sirene moves with an almost "otherworldly" grace. Eden, better known as Jenna Conti, feels at home wearing her custom made silicon mermaid suit.

Conti says it makes makes children smile, it makes parents smile, it makes everybody happy becayse you don't expect to see a mermaid at the pool.

The problem is, the tale about her tail doesn't appear to have such a happy ending -- at least not yet. Monday, she learned from her community board that she cannot wear her outfit in the pools at Fishhawk Ranch. The Community Development District saying it's a safety concern, and that there's a "no-fin" policy. Rules are rules, they say.

Conti says tha her fin can't come flinging off in a pool like swim fin can, and it's not made of a hard plastic. However, that doesn;t seem to matter.

The Fishhawk Ranch Community Board Chairwoman Terrie Morrison says the board loves her intentions but it simply violates rules.

So it looks like this little mermaid won't be able to swim freely, but she says the silver lining is all the support she's received from the community. She says despite the setback, she still plans to reach her ultimate goal of swimming underwater at the Florida Aquarium. Perhaps then, this mermaid will find the fairytale ending.

Catching Fish With Birds: Stunning Images of a Dying Art in China

On the Li River in Guangxi Province, two elderly brothers have turned their profession into a showcase for tourists.

74-year-old Huang Yuechuang sat across from me looking like no entrepreneur I'd ever met before. With his classic white goatee, vintage self-made fishing clothing, and a traditional conical bamboo hat, he looked every part the old fisherman he is. A wiry, spry man with a quick smile, Mr. Huang is a semi-retired cormorant fisherman who works about 25 days each month at the scenic Li River around Xingping Fishing Village in Guangxi Province. ?There are fewer fish in the Li these days, so the men, raised as fishermen from their teens, have out of necessity become models for the many millions of travelers who visit the area each year.?

In a bold move, Mr. Huang, along with his 82-year-old brother Huang Mingde, recently ended a long affiliation with a Yangshuo-based tour operator and struck out on their own. The reason was purely financial: The younger Huang's wife was diagnosed with diabetes a few years ago, and the family needed to cover the mounting monthly cost of insulin.

Cormorant fishing is a dying art. For thousands of years, fishermen have used trained cormorants to fish the rivers and lakes of China. The process is simple: The fisherman first ties a snare near the base of the bird's throat, which effectively prevents them from swallowing larger fish, although they can still swallow some smaller fish. When a cormorant catches a fish, the fisherman then brings the bird back to the boat and has it spit the fish up onto the bamboo deck.?

While there aren't many practicing cormorant fisherman left these days, a few, such as Mr. Huang and his brother, can still manage a decent living serving the tourism industry. Mr. Huang first began working with photographers back in the 1970s and never imagined it leading to this. He offers a practical explanation:

"Tourists are interested in seeing the traditional way of life here, such as fishing with cormorants and lanterns, and we are happy to keep the old ways alive while supporting ourselves." It was a risk for the men to go it alone, but risk is the definition of entrepreneurship. So far, it has worked out well for the brothers Huang.

Zimmerman prosecutors, self-defense laws draw accusations

ORLANDO, Fla./NEW YORK (Reuters) - Prosecutors in the George Zimmerman trial came under more scrutiny on Tuesday, threatened by a lawsuit from a witness while Attorney General Eric Holder renewed hints the federal government may pick up where the Florida prosecution failed.

Zimmerman, 29, remained in hiding on Tuesday after a jury of six anonymous women on Saturday found him not guilty of second-degree murder and manslaughter, ending a Florida state prosecution of a case that has captivated and polarized the U.S. public on issues of race, gun and self-defense laws.

A former employee at the Florida State Attorney office is preparing a whistleblower lawsuit against Zimmerman's prosecutors after testifying that they failed to turn over evidence he obtained from Martin's cell phone to the defense, his attorney told Reuters.

The shooting in the central Florida town of Sanford on February 26, 2012, prompted street demonstrations last year when police initially declined to arrest Zimmerman, and the verdict provoked renewed marches from critics saying Zimmerman racially profiled Martin as a criminal.

Zimmerman's defense team have complained repeatedly that race was wrongly injected into the case and that Zimmerman acted in self-defense, accusing civil rights leaders of inflaming racial passions with their calls for a federal investigation of Zimmerman on civil rights grounds.

In California, police and civic leaders braced for further unrest while appealing for calm on Tuesday after nearly two dozen protesters in Los Angeles and Oakland were arrested during a second night of civil disturbances sparked by the not-guilty verdict.

One of the six jurors, identified only as juror number B-37, told CNN on Monday she did not think Zimmerman racially profiled Martin and believed Martin attacked Zimmerman first. The entire panel - five white women and one Hispanic woman - believed race played no role in the case, she said.

Juror B-37's interview with CNN, her faced blacked out in silhouette, prompted extreme reactions including death threats on social media.

Holder, the chief U.S. prosecutor and an appointee of President Barack Obama, told the annual convention of the National Association for the Advancement of Colored People in Orlando on Tuesday that his office would continue its investigation of the case, which could possibly lead to federal charges against Zimmerman.

"I," he said emphatically, "am concerned about this case."

Holder called for a review of self-defense laws like the one in Florida that appeared to play a role in his acquittal. According to the jury's instructions, Zimmerman had "no duty to retreat and had the right to stand his ground and meet force with force" if he reasonably feared for his life or great bodily harm.

Holder, who is black, also related personal stories about being racially profiled as a young adult and stopped by police.

"Trayvon's death last spring caused me to sit down and have a conversation with my own 15-year-old son, like my dad did with me," Holder said. "This was a father-son tradition I hoped would not need to be handed down."

MORE PROTESTS PLANNED

Civil rights leader Al Sharpton called a "Justice for Trayvon Day," planning a further 100 demonstrations in 100 cities on Saturday.

"People from all over the country will gather to show that we are not having a two- or three-day anger fit. This is a social movement for justice," Sharpton told reporters in Washington.

Lead defense lawyer Mark O'Mara on Monday called the prosecution team a disgrace to the legal profession for holding back evidence that should have been promptly shared with the defense team.

Ben Kruidbos, a former director of information technology at State Attorney Angela Corey's Tallahassee-area prosecutor's office, is preparing a whistleblower lawsuit against the prosecutors after testifying that they failed to turn over evidence he obtained from Martin's cellphone while still employed by Corey.

"We will be filing a whistleblower action in (Florida's Fourth Judicial District) Circuit Court," said Kruidbos' attorney Wesley White, himself a former prosecutor who was hired by Corey but resigned in December because he disagreed with her prosecutorial priorities.

Neither Corey nor lead prosecutor Bernie de la Rionda immediately responded to requests for comment on White's charges.

A spokeswoman for Corey referred Reuters to Kruidbos' termination letter, previously made public, in which Corey's office accused him of hacking confidential information from state computers.

Kruidbos testified last month in a pretrial hearing that he found embarrassing photos on Martin's phone that included pictures of a clump of jewelry on a bed, underage nude females, marijuana plants and a hand holding a semiautomatic pistol.

Country music superstar Randy Travis remains in critical condition but has stabilized, his doctors said in a joint statement Monday at The Heart Hospital Baylor Plano in Dallas, Texas.

His doctors said they continue to piece together his sudden illness and expect him to recover in a few months after considerable aggressive physical therapy.

Travis, 54, who was hospitalized on July 7 and was placed on life support, later suffered a stroke on July 10 that required surgery to relieve the pressure in his brain, his doctors said.

Travis was suffering from a viral illness that affected his heart, "but that seems to have tipped over a more chronic condition," Dr. Michael Mack said in the statement Monday. The Grammy-winning singer has now been diagnosed with "idiopathic cardiomyopathy, which means he has scarring of his heart muscle that is causing his heart to be weak and not able to support his circulation without help of either medical devices or medication."

Doctors performed a biopsy of Travis' heart muscle and, while it showed scar tissue, it does not reveal an active infection. "This is not the appearance of either drugs or alcohol causing the heart condition," Mack added. "Mr. Travis does have a family history of cardiomyopathy and it is more likely related to that."

Travis remains on a ventilator to help him breathe during hospitalization, but he is being weaned off that support, Dr. Gary Erwin said. He no longer requires mechanical devices to support his heart either, he said.

"In terms of his stroke, he has responded well to the surgical procedure he had to relieve the pressure in his brain," Erwin said. "We're seeing improvements in brain scans showing decreased swelling of his brain. He is awake and alert, interacting with his family and friends and beginning to start doing some early physical therapy."

Travis will remain hospitalized for two to three weeks, and then will be transferred to another facility where he can receive aggressive physical therapy, Erwin said. Doctors expect it will take Travis months to recover from the stroke.

Travis' fianc?e thanked his friends, family and the public for their love, affection and prayers.

"I know that Randy feels each and every one of those," Mary Davis said in a statement. "He feels the hands of the doctors and the care of the nurses and the love of his fans. His friends and family have all been touched by that. He is responding well to voices and he sees and he understands. He's miles beyond where any of us thought he would be days ago."

Predatory lionfish now a confirmed invader in the deep Atlantic

Scientists have confirmed that the hardy, Indo-Pacific fish that has invaded waters?off?the US East Coast and the Caribbean?is now living deep in the Atlantic, possibly imperiling smaller fish there.

An expedition down to the Atlantic depths has confirmed for the first time that the lionfish, an invasive species, is living there. The expedition verifies anecdotal evidence that the predatory animal is eluding eradication and imperiling native fish.

Last month, the first expedition to send a deep-diving submersible down to investigate the Atlantic Ocean lionfish invasion found at 300 feet deep large populations of the predatory fish. Scientists believe that native fish are becoming lionfish prey, as the lionfish hunts any fish smaller than it, and are also losing out against the foreign fish in the competition for food.

?This data has confirmed for us that we have a problem there,? said Stephanie Green, lead scientist on the project and a postdoctoral associate at Oregon State University?s Hixon Lab, noting that researchers are still investigating the exact scale of the issue. ?This is the first time we?ve had a look at what the problem is in deep depths ? it?s the next frontier in this study.?

Scientists have traced the lionfish, native to the Indo-Pacific and the first exotic fish to invade the Caribbean, to the aquarium trade between oceans in the 1980s. The fish were likely released into the ocean near southern Florida.?

?Genetic work has showed that the whole invasion began from a few releases,? said Dr. Green.

Divers have been relatively successful at removing lionfish from Florida?s shallow coral reefs, and there have been various efforts in the region to drive up dinner-table demand for the fish. The Reef Environmental Education Foundation Fund sells a cookbook devoted to lionfish recipes, as well as a list of local restaurants that serve lionfish. Conferences on the invasive species have ended with tastings of lionfish cuisine.

But deep-sea dives to the depths that the lionfish has now claimed are not possible, and humans have not been able to remove them. That raises concern that the fish might use the deep sea as a base from which to retake the shallower water.

?There?s some concern that the lionfish might be using a deep-sea refuge,? said Green, noting that further study is needed to confirm that hypothesis.

The effect of the lionfish, a venomous fish that plumes like a Japanese fan, is well known in the shallower Atlantic, but its impact on the deep sea is less well understood. The animal is what is known as a gape-limited predator, which means that the fish is limited in food consumption by the size of its mouths. The fish, growing up to 47 cm in length, can consume prey up to half its size, which puts about 70 percent of the fish population within their gulp. Studies have shown that at least 40 species of fish have dropped in number since the lionfish was introduced to their Atlantic environment, Green said.

?There is strong evidence that the lionfish is having negative effects on the native population,? she said. ?We don?t see any signal that anything is controlling lionfish population.?

As big fish tend to live longer, the lionfish also reproduce more efficiently than do smaller fish: One female lionfish can spawn some 2 million eggs per year; the eggs are bundled in gelatinous blobs of some 12,000 to 15,000 eggs and distributed throughout the ocean. That means that the invasive lionfish population has grown in a disproportionate number relative to native fish deep in the Atlantic.

And a separate study released this week from UNC Chapel Hill also suggested that a lack of native predators in the Atlantic has further boosted the lionfish?s disproportionate growth: Nothing is down there to eat them.

Researchers are now investigating possible solutions to the lionfish problem, including creating deep-sea traps that could nab the large fish, said Green. Scientists are also hoping to catch one of the fish ? using mounted suction cups ? in the deep environment to better understand the changing ecosystem there.

It's been a busy week (and weekend) with a lot of family stuff going on, so we'll keep things short this week. A few things worth mentioning: 

I think we're 100 percent all-in on using Google Hangouts for the podcast now. The audio quality's not where I'd like it to be, but I think we can work with it some more. And it's a hell of a lot easier for video. Plus, you can watch it live, directly from the Android Central app.

Speaking of the app, we're close to beta testing v1.3 — hopefully this week. The FDA has approved the use of Gilotrif (afatinib) to treat patients with non-small cell lung cancer (NSCLC) who have certain epidermal growth factor receptor (EGFR) gene mutations in their tumors.

Lung cancer is one of the leading cancer-killers, with an estimated 159,480 people dying from the disease this year in the U.S. alone. Most cases of lung cancer are NSCLC (around 85 percent) and nearly one in 10 who have NSCLC have a EGFR gene mutation - most of them expressing exon 21 L858R substitution or EGFR exon 19 deletions.

As a a tyrosine kinase inhibitor, Gilotrif works by blocking proteins that are necessary for cancer cells to develop. The drug will be approved exclusively for patients with tumors that express the EGFR exon 21 L858R substitution or exon 19 deletions or gene mutations.

The drug was reviewed under the FDA's priority review program which speeds up the review for medications that may provide effective therapy when no existing treatment option exists.

The therascreen EGFR RGQ PCR Kit is used to determine whether a person's tumor cells express an EGFR mutation.

Richard Pazdur, M.D., director of the Office of Hematology and Oncology Products in the FDA's Center for Drug Evaluation and Research, said that "today's approvals further illustrate how a greater understanding of the underlying molecular pathways of a disease can lead to the development of targeted treatments. Gilotrif is the second drug approved this year for patients with untreated metastatic NSCLC whose tumors have the EGFR exon 19 deletions or exon 21 L858R substitution mutations."

Alberto Gutierrez, Ph.D., director of the Office of In Vitro Diagnostics and Radiological Health in the FDA's Center for Devices and Radiological Health commented that "the approval of companion diagnostic tests and drugs are important developments in oncology, as they help us bring safe and effective treatments to patients who need them."

Tumor samples from participants in the clinical trial were used to assess the efficacy of the "therascreen EGFR RGQ PCR Kit" in detecting EGFR mutations.

Earlier this year, the FDA approved the cobas EGFR Mutation Test that also detects epidermal growth factor receptor (EGFR) gene mutations. The cobas test is a companion diagnostic for the cancer drug Tarceva (erlotinib).

A total of 345 people with NSCLC whose tumors had EGFR mutations participated in the study. Those who took Gilotrif experienced a 4.2 month delay in tumor growth compared to those who received chemotherapy.

Side effects of Gilotrif include:

  • Skin infection

Boehringer Ingelheim Pharmaceuticals, Inc is marketing the drug Gilotrif.

Inmates riot, escape, set fire to Indonesia prison

MEDAN, Indonesia (AP) ? Authorities were searching for scores of inmates, including terrorists, who escaped a crowded Indonesian prison that was still burning Friday after prisoners set fires and started a deadly riot at the facility in the nation's third-largest city.

Thousands of policemen and soldiers are deployed around Tanjung Gusta prison to blockade roads linking Medan, the capital of North Sumatra, to other provinces were blockaded while fire brigades were battling the fires.

About 200 prisoners escaped following the riot late Thursday in which three prison employees and two inmates were killed.

Officers deployed to hunt the escaped inmates have re-arrested 55 of them and still searching for remaining inmates who still at large, said local police chief in Lt. Col. Nico Afinta. Three of 22 convicted terrorists have been recaptured.

He said the prison employees who died, including a woman, were trapped and killed in an office building that was burned by prisoners during late Thursday's riot.

The riot appeared to have been triggered by a power blackout that knocked out water pumps, leaving inmates without water since Thursday morning.

Inmates forced their way out from the prison while others set offices on fire and held about 15 officers captive inside the prison, prison directorate spokesman Akbar Hadi said. None of the hostages was still being held Friday morning.

The facility holds nearly 2,600 prisoners while its normal capacity is 1,500, Hadi said.

Witnesses said gunshots were heard from inside the prison, and television footage showed security forces carrying a white body bag into an ambulance from the burning prison. The fire sent raging orange flames jumping several meters (yards) into the air and a huge column of black smoke billowing over the jail.

Hadi estimated about 500 inmates were resisting calls to stop the riot and said an evacuation was planned for the safety of inmates who could become hostages as tensions showed no signs of easing.

Vice Minister of justice Denny Indrayana, who is in Medan overseeing the operation, has requested evacuation of all inmates and appealed those remain escape to give themselves to the authorities.

"Legal action will be taken to chase them, and tougher action will be applied to those who refuse to surrender," Indrayana said.

No further information was available on injuries.

South American bloc repudiates U.S. on spying, Snowden

MONTEVIDEO (Reuters) - South American leaders sent a tough message to Washington on Friday over allegations of U.S. spying in the region and to defend their right to offer asylum to fugitive U.S. spy agency contractor Edward Snowden.

Washington wants Snowden arrested on espionage charges after he divulged extensive, secret U.S. surveillance programs. Stuck in the transit area of Moscow's international airport since late June, he is seeking asylum in various countries.

Capping two weeks of strained North-South relations over the Snowden saga, presidents from the Mercosur bloc of nations met in Montevideo, Uruguay. Complaints against the United States were high on the agenda, as Washington warned the international community not to help the 30-year-old computer whiz get away.

"We repudiate any action aimed at undermining the authority of countries to grant and fully implement the right of asylum," Mercosur said in a statement at the close of Friday's summit.

"We emphatically reject the interception of telecommunications and espionage activities in our countries, as they are a violation of human rights and citizens' right to privacy and information," it said.

The Mercosur bloc comprises Venezuela, Brazil, Argentina, Uruguay and Paraguay.

"This global espionage case has shaken the conscience of the people of the United States and has upset the world," Venezuelan President Nicolas Maduro said. "It raises key issues of political ethics."

The meeting began as reports emerged that Snowden plans to eventually travel to Latin America after seeking temporary asylum in Russia. Leftist leaders in Venezuela, Bolivia and Nicaragua have offered him asylum.

The U.S.-Russian relationship would be troubled if Moscow were to accept an asylum request from Snowden, the U.S. State Department said on Friday.

LATIN AMERICAN RESPONSE

Leaders throughout Latin America are furious over reports that the U.S. National Security Agency targeted most Latin American countries with spying programs that monitored Internet traffic, especially in Colombia, Venezuela, Brazil and Mexico.

"This is the world we live in; a world with new forms of colonialism," Argentine President Cristina Fernandez said in her closing remarks in Montevideo. "It is more subtle than it was two centuries ago, when they came with armies to take our silver and gold."

Colombia, Washington's closest military ally in Latin America, and Mexico, its top business partner, joined the chorus of governments seeking answers after the espionage allegations were published by a leading Brazilian newspaper on Tuesday.

"Any act of espionage that violates human rights, above all the basic right to privacy, and undermines the sovereignty of nations, deserves to be condemned by any country that calls itself democratic," Brazilian President Dilma Rousseff told reporters on arrival at the meeting.

Rousseff, who was imprisoned and tortured under military rule in Brazil in the early 1970s, said the rights issue was particularly important for South American countries that lived under dictatorships for years and are now democracies.

U.N. human rights chief Navi Pillay made her first comment on the Snowden case on Friday, saying people needed to be sure their communications were not being unduly scrutinized and calling on all countries to respect the right to seek asylum.

Snowden said in a letter posted on Friday on the Facebook page of the New-York based Human Rights Watch that the United States has been pressuring countries not to accept him. And U.S. President Barack Obama has warned of serious costs to any country who takes him in.

Despite their public offers of asylum and fiery rhetoric, few in Latin America seem particularly keen to welcome Snowden and risk damaging trade and economic ties with Washington.

Cuba and Venezuela are both in a cautious rapprochement with the United States that could be jeopardized if they helped Snowden.

Still, leaders recalled that many of their own citizens sought asylum abroad during the military dictatorships of the Cold War era.

South American leaders rallied in support of Bolivian President Evo Morales last week after he was denied access to the airspace of several European countries on suspicion the 30-year-old Snowden might be on board his plane as Morales flew home from a visit to Russia.

Bolivia is an associate member of Mercosur and Morales attended Friday's meeting.

The head of the company whose train exploded, devastating a small Quebec town, says the disaster may be due to crucial hand brakes not set properly.

A lone engineer failed to set brakes properly on a train that derailed and exploded in a small Canadian town, killing at least 15 people, the railway's chairman says.

"Adequate hand brakes were not set on this train and it was the engineer's responsibility to set them," Edward Burkhardt, the chairman of the Montreal, Maine & Atlantic Railway, said while visiting the scene of the accident.

Mr Burkhardt previously blamed firefighters in Nantes for the disaster, saying they unwittingly unlocked the train's air brakes when they shut down the locomotive's engines to douse a small unrelated fire hours before the Lac-Megantic disaster.

He clarified on Wednesday that the shutdown of the air brakes "was an important causal factor in this whole thing."

But he added, "The fact that when the air brakes released on the locomotive the train ran away would indicate that the hand brakes were not properly applied."

Mr Burkhardt faced angry residents when he arrived in Lac-Megantic to survey the devastation

The massive blaze sparked by the crash on Saturday tore through homes and businesses, razing part of Lac-Megantic, a town of 6000 located east of Montreal near the US border.

The blaze forced about 2000 residents to flee their homes, though many of them started returning on Tuesday.

The freight train had been stopped for a crew change in the nearby town of Nantes when it began to roll downhill without a conductor towards Lac-Megantic, several kilometres away.

It derailed at a curve in the tracks and several cars exploded.

Minutes of Fed policy meeting show sharp divisions

(AP) ? Federal Reserve officials seem far from a consensus on the question that's consumed investors for months: When will the Fed slow its bond purchases?

Minutes of their June 18-19 policy meeting released Wednesday show many of the 19 officials felt the job market's gains would have to be sustained before the Fed would scale back its bond purchases, which have helped support spending and growth, lifted stocks and kept mortgage rates near record lows.

Later in the day, Chairman Ben Bernanke stressed that the economy still needs support from the Fed's low-rate policies. Speaking in Cambridge, Mass., to the National Bureau of Economic Research, Bernanke noted that unemployment remains high and that higher taxes and federal spending cuts are weighing on growth.

"A highly accommodative monetary policy for the foreseeable future is what is needed for the U.S. economy," Bernanke said.

It was his latest effort to emphasize to investors that even after the Fed has begun to slow its bond purchases, it will continue to stimulate the economy.

At the June policy meeting, many Fed officials thought the purchases should extend into 2014, according to a summary of economic forecasts that are released with the minutes. Still, several thought a slowdown in purchases could start soon.

And one faction backed an aggressive timetable: According to a summary of economic forecasts released with the minutes, about half the "participants" favored ending the bond purchases late this year ? months earlier than Bernanke has indicated. Participants include voting and non-voting officials on the Fed's policy committee.

The divisions revealed Wednesday reflect the difficulty investors have had deciphering the Fed's intentions. Bernanke has carved out a measured stance: At a news conference last month, he said the Fed would likely slow its bond purchases later this year and end them around mid-2014 if the economy continued to strengthen. The Fed has been buying $85 billion in Treasury and mortgage bonds each month since late last year.

Most investors and analysts interpreted Bernanke's remarks to mean the Fed would likely announce after its September meeting that it will scale back its bond buying.

Many Fed officials favor Bernanke's approach. But the minutes were a reminder that some officials feel Bernanke's timetable for slowing the bond buying is too cautious.

Some analysts think the Fed, in the end, will back the chairman's notion of slowing its bond purchases later this year? if the outlook for the economy continues to strengthen.

The minutes suggest that a slowdown in the bond buying in September "is not quite a done deal," said Michael Hanson, U.S. economist at Bank of America Merrill Lynch. "For a taper in September, we may still need to see some more improvement in the economy."

Yet even the analysts differ. Dana Saporta, an economist at Credit Suisse, said she still thinks the Fed will start pulling back its purchases in September.

The jobs report for June, which was released Friday, "went at least some way towards satisfying those who were looking for more improvement in labor market conditions," Saporta said.

Unless the economic data significantly worsen in July and August, "it seems like most Fed officials expect tapering to begin in September," she said.

Employers added 195,000 jobs in June, and revisions showed that an additional 70,000 jobs were added in the previous two months. The unemployment rate was unchanged at 7.6 percent.

Fed members also struggled at last month's meeting over how best to convey the Fed's thinking about its timetable for bond purchases, the minutes showed.

Some wanted to explain it in the post-meeting statement. Others felt the statement might be misinterpreted. In the end, most participants thought Bernanke should lay out the Fed's thinking in his news conference ? and stress that any pullback in bond purchases would depend on the economic outlook.

Bernanke stressed at the news conference last month that if the economy weakens, the Fed wouldn't hesitate to step up its bond purchases again. Still, stocks and bonds plunged after his remarks, and interest rates surged.

Several Fed members helped steady stock markets in the days that followed by noting that any pullback in bond buying would hinge on the economy's health, not a target date. Stocks have since regained most of their losses, in part because of encouraging data about the job market and corporate earnings.

Ultra-low rates have encouraged more Americans to buy homes and cars, helped support the economy and cheered the stock market. Investors worried that once the Fed starts scaling back its bond buying, home loans would start to cost more, corporations would pay more to borrow and bond investors would be squeezed.

But steady job gains have raised the likelihood that the Fed will announce after its September meeting that it's reducing its bond purchases.

Still, economic growth has been subpar. The economy grew at an annual rate of just 1.8 percent in the January-March quarter. Economists think growth stayed below a 2 percent annual rate in the April-June quarter. If so, it would mark a third straight quarter of weak growth.

Most think growth will pick up in the second half of the year but stay around 2 percent for the year.

The Fed's forecasts are rosier: It predicts growth of 2.3 percent to 2.6 percent this year and more than 3 percent in 2014. It also expects unemployment to fall as low as 7.2 percent by the end of this year and as low as 6.5 percent by the end of 2014.

Many analysts think the Fed could begin slowing its bond purchases from $85 billion a month to around $65 billion in September and gradually shrink them before ending them by next summer. That would likely happen, though, only if the job market and the economy continued to strengthen. Bernanke has said the bond-buying would end when the unemployment rate would be around 7 percent. It's now 7.6 percent.

But even when it curtails the purchases, the Fed will continue to provide support for the economy. For one thing, it plans to keep its investment holdings constant to avoid causing long-term rates to rise too quickly. It also plans to keep short-term rates at record lows at least until unemployment slides to 6.5 percent.

And Bernanke has said 6.5 percent unemployment is a threshold, not a trigger: The Fed might decide to keep its benchmark short-term rate near zero even after unemployment falls that low.
