Starbucks Canada to open more than 150 stores in 2013

Starbucks' Blonde roast sales in Canada have exceeded the company's expectations, with twice as many people per capita drinking it than in the U.S.

Starbucks Canada says it will undergo the largest expansion this year in the company?s 26-year history, with plans to open more than 150 stores across the country.

The growth of the Seattle-based Starbucks (Nasdaq: SBUX) subsidiary comes in part thanks to Target Corp., which will open Starbucks outlets in many of the 124 Canadian locations it plans to open in 2013. Starbucks Canada said the expansion is also a response to the success it has seen since launching its Blonde roast last year.

With more than 1,200 locations, Canada is Starbucks? biggest international market.

U.S. fine for RBS should be met from wage bill, bonuses -Britain

LONDON (Reuters) - The fine that Britain's Royal Bank of Scotland must pay U.S. authorities over allegations it manipulated global benchmark interest rates must come from the pay and bonuses of RBS staff, the British government said on Wednesday.

"In the case of the U.S. authorities' fines, I am insistent that the taxpayer should not foot the bill. That is why these fines must be met in full from past, present and future reductions in the bonuses and pay of RBS," Greg Clark, Financial Secretary to the Treasury, told parliament.

Earlier on Wednesday, was hit with fines of $615 million by U.S. and British authorities to settle allegations it manipulated key interest rate benchmarks including the London interbank offered rate (Libor).

RBS has been 82 percent owned by the British government since it was bailed out in the 2008 financial crisis.

All dogs in England to get microchips by 2016

LONDON (AP) ? Dog owners who refuse to fit Fido with a microchip may someday find themselves fetching a hefty fine, the British government said Wednesday.

All dogs in England will have to be fitted with microchips by 2016, authorities said, meaning that canines across the country will be chasing cars with a tiny circuit embedded in the back of their necks.

Britain's Environment Department said that the chips would help reunite owners with lost or stolen pets, promote animal welfare and take the pressure off animal shelters.

"It's a shame that in a nation of dog lovers, thousands of dogs are roaming the streets or stuck in kennels because the owner cannot be tracked down," Environment Secretary Owen Paterson said in a statement. "Microchipping is a simple solution that gives peace of mind to owners."

Many British pet owners already have veterinarians insert chips under the skin of dogs, cats, and rabbits in a bid to keep track of their animals. The Environment Department says 60 percent of Britain's 8 million pet dogs already have microchips, which can be scanned and matched to their owners' details.

But officials say what was once an optional extra will become mandatory in three years. Owners who refuse to fit their dogs with chips face fines of up to 500 pounds ($800).

Horse owners have had to chip their animals since 2009, a spokeswoman for the Environment Department said Wednesday. The chips will remain optional for cats ? because dogs are out in public more often than their feline counterparts, a spokeswoman said.

Different parts of the United Kingdom have different rules governing pets: The chips are compulsory in Northern Ireland; Wales is considering such a move; Scotland has no such rule.

Inserting chips into animals' necks is a technique used worldwide to keep track both of domestic animals and livestock, although rules vary according to country. German shepherds can bound across Berlin chip-free, but Chihuahuas in Milan and Portuguese water dogs in Lisbon can't be caught without. In some parts of Spain, cats need chips too.

Memo justifies drone kills even with patchy intelligence

WASHINGTON (Reuters) - The White House and its critics faced off on Tuesday over the legality of drone strikes to kill U.S. citizens abroad, in a likely preview of arguments that will be raised during this week's confirmation hearing for President Barack Obama's choice to head the CIA.

The disclosure of an unclassified Justice Department memo laying out the legal framework for the U.S. government's ability to attack its own citizens drew criticism from civil liberties groups. But the White House strongly defended the controversial policy as legal and ethical.

The unclassified memo, first obtained by NBC News, argues that drone strikes are justified under American law if a targeted U.S. citizen had "recently" been involved in "activities" posing a possible threat and provided that there is no evidence suggesting the individual "renounced or abandoned" such activities.

White House spokesman Jay Carney defended current U.S. drone policy, saying they are used to mitigate threats, stop plots, prevent future attacks and save American lives.

"These strikes are legal, they are ethical and they are wise," he said.

Civil liberties groups expressed concerns, while U.S. lawmakers called on the White House to release more of its legal underpinning for the assertion that the president has the power to kill U.S. citizens abroad without trial.

The U.S. government has dramatically increased its use of drone aircraft abroad in recent years to target al Qaeda figures in far-flung places from Pakistan to Yemen.

"My initial reaction is that the paper only underscores the irresponsible extravagance of the government's central claim," Jameel Jaffer of the American Civil Liberties Union wrote on the ACLU's blog. "Even if the Obama administration is convinced of its own fundamental trustworthiness, the power this white paper sets out will be available to every future president."

The use of drones figures to be a prime topic for White House counterterrorism chief John Brennan when he faces the Senate Intelligence Committee on Thursday in a confirmation hearing on his nomination to become CIA director.

The document was disclosed as a bipartisan group of U.S. senators called on the Obama administration to release to Congress "any and all" legal opinions laying out the government's understanding of what legal powers the president has to authorize the killing of American citizens.

The senators who signed the letter, including members of the Senate Intelligence Committee, said the administration's cooperation would "help avoid an unnecessary confrontation that could affect the Senate's consideration of nominees for national security purposes."

One national security official said the leak of the Justice Department memo may have been timed to blunt such congressional demands for the release of additional documents.

Senator Dianne Feinstein, the Democrat who chairs the Intelligence Committee, said in a statement on Tuesday that she had been calling on the administration to release legal analyses related to the use of drones for more than a year.

Feinstein said the document obtained by NBC had been given to congressional committees last June on a confidential basis, and that her committee is seeking additional documents, which are believed to remain classified.

Attorney General Eric Holder on Tuesday said he was concerned that the release of more documents could put sources and operations at risk.

"We'll have to look at this and see how, what it is we want to do with these memos," Holder said.

There is "a real concern to reveal sources, to potentially reveal sources and methods and put at risk the very mechanisms that we use to try to keep people safe, which is our primary responsibility," he said at a news conference.

'IMMINENT THREAT'

In the unclassified Justice Department paper, the authors laid out three conditions that the executive branch should meet before a drone strike is ordered.

A top U.S. official must determine that the targeted person "poses an imminent threat of violent attack against the United States," cannot be captured, and that the strike "would be conducted in a manner consistent with applicable law of war principles," the department said.

The memo is drawing new attention to the 2011 strike that killed U.S.-born Anwar al-Awlaki, who U.S. investigators say was a leader of al Qaeda's Yemen-based affiliate and linked to a botched plot to blow up a U.S. airliner with a bomb hidden in a man's underwear on Christmas Day 2009.

Targeted killings carried out by remotely piloted unmanned aircraft are controversial because of the risks to nearby civilians and because of their increasing frequency. The United Nations recently launched an investigation into their use.

Most such attacks have been carried out by the United States, but Britain and Israel have also used drones.

Hina Shamsi of the ACLU, which has sued for more information on the drone program, called the memo "profoundly disturbing" and "a stunning overreach of executive authority."

Shamsi, head of the ACLU's National Security Project, in a statement called on the Obama administration to release what she said was a 50-page classified legal document on which the 16-page summary is based.

"Among other things, we need to know if the limits the executive purports to impose on its killing authority are as loosely defined as in this summary, because if they are, they ultimately mean little," she said late Monday.

The ACLU on Tuesday will also file court papers seeking to block government efforts to dismiss the group's lawsuit challenging the 2011 killing of Awlaki and two other Americans in Yemen, the statement said.

Surface Pro review: It's clunky, it's chunky but it's Microsoft's best hope

Microsoft's Surface proposition sounded at first a little like a car that could rip out tree stumps and still get 50 miles to the gallon. But when you got to the dealership, the salesman would show you the car that could rip out tree stumps and the car that got 50 miles to the gallon. In other words, it's not one car, but two.

We knew this about Surface early on, though. We knew there would be a tablet that ran a lightweight version of Windows called RT, and another that ran full-blown Windows. It was assumed, correctly, that the former would have long battery life and compete in price with the iPad, and that the latter would be more competitive with PCs ? and have similarly shorter battery lifespan because of the added horsepower.

When I tried out the Surface RT, which launched last fall, I appreciated its form and its battery life, but I had profound problems with the software: Every time I got comfortable in the loud, colorful Windows 8 environ, I would fall into a rabbit hole of classic Windows. To make things worse, once in classic Windows (aka "Desktop"), you couldn't install your favorite classic Windows software, and fully customize it the way you'd expect on a PC. The Surface RT fell woefully short of the initial proposition, that it would be a device that could double as both an iPad and a real live PC.

The proving ground for us on the Surface Pro was the gaming. NBC News games editor Todd Kenreck and I loaded it up with real PC games, including "League of Legends" and "Star Wars: The Old Republic." We even used the Mini DisplayPort jack to connect the 10.6-in. device to my 23-inch Dell monitor, and got 1080p resolution on the bigger screen.

I am happy to report that the Surface Pro goes a lot further to living up to the claim. Its battery life is not "all day" like the RT, but it won't die on you if you forget to plug it in overnight. I have read books in bed, played realtime strategy games, streamed video and music, and even installed our publishing software. This single device is a true multi-modal Swiss Army kind of a tablet that does a more reasonable impression of both a laptop and a tablet than anything else I've played with to date.

The Surface Pro makes you think of tablets in a whole different way. Because of the high-resolution monitor connection and the USB 3.0 interface, you can plug in your stuff and use it like a desktop. And with the included Wacom-powered smart pen, you can even use the tablet as a drawing and navigation surface ? using a real full-blown version of Photoshop. (If you don't want to spend that kind of money, there are a handful of lesser drawing and photo apps, including the neat ? totally free ? FreshPaint.)

Though we saw some lag during a space battle in "Star Wars," and though the accelerometer controls weren't engaged in the jet-ski racer "Riptide," we were impressed with what we saw, especially in a small tablet package. Todd felt that a smart gamer could figure out how to take his or her favorite games on the go, without having to wait for developers to release some adapted version. Yes, the idea of covertly MMOing while at work did cross our minds, and put smiles on our faces.

The Surface RT is no match for an iPad at this time, but the Surface Pro is the first time I've seen anything that could technically be a match for both an iPad and a MacBook Air (or PC ultrabook). That said, I am not going to tell you to rush out and buy it. This is Version 1.0, and it could benefit from a little evolution, in both hardware and software.

Battery life is not a huge concern, because if you buy this, you're comparing it to Windows PCs, not lighter, cheaper tablets. (That said, the iPad and the Surface RT deliver about twice the battery life.) But the bigger battery and laptop-like guts of the Surface Pro means that it's far from lithe, and at nearly 2 pounds, the Surface Pro weighs down on your chest when you read or watch video in bed.

And while this chunkier Surface retains its elegant built-in kickstand, there's still no way to truly go "lap top" on this thing. Typing with the keyboard cover in bed can be a pain, and the Surface Pro is just too big to hold up while typing with thumbs.

Cost is another concern: Because the Surface Pro comes with about 35 gigabytes of software already built in, you'd be foolish NOT to select only the $999 128GB version (which had roughly 90GB remaining when I opened it), not the $899 64GB version, which only gives you around 30GB. (An earlier report made it sound even worse; it was not inaccurate, but Microsoft improved the storage situation for product launch.)

In addition, to experience it fully, you need to buy the $130 Type Cover keyboard add-on (or, if you prefer, one of the not-as-effective $120 Touch Covers), and maybe a Bluetooth mouse like Microsoft's neat $70 Wedge Touch Mouse. Total bill for all that? About $1,200 before sales tax.

For that kind of money, you are, in the end, committing to a compromise, albeit the best one we've seen to date.

Monkey business? US unsure of Iran's space claims

(AP) ? The United States expressed doubt on Monday about Iran's claim that it safely returned a monkey from space, saying it is questionable that the monkey survived ? or if the flight happened at all.

State Department spokeswoman Victoria Nuland said a lot of questions remained "about whether the monkey that they reportedly sent up into space and reportedly came down was actually the same monkey, whether he survived."

"The Iranians said they sent a monkey, but the monkey that they showed later seemed to have different facial features," Nuland told reporters. "He was missing a little wart."

Tehran blames the confusion on Iranian media for initially using a photo of a backup monkey. It says the monkey orbited and returned safely, and President Mahmoud Ahmadinejad added Monday that he would consider being Iran's first astronaut in space.

Nuland described Ahmadinejad's proclamation as an "interesting choice," but was more diplomatic than Sen. John McCain, R-Ariz., who joked about Ahmadinejad's ruminations earlier Monday.

"Wasn't he just there last week?" McCain said in a tweet and linked to a story about the space-orbiting monkey.

Faced with criticism, McCain said in another tweet, "lighten up folks, can't everyone take a joke." But it wasn't funny to Michigan Rep. Justin Amash, a Republican, who tweeted, "Maybe you should wisen up & not make racist jokes."

Jonathan McDowell, a Harvard astronomer who tracks rocket launchings and space activity, backed up Iran's claim that monkey space flight was real. However, he had a slightly different explanation for the photo mix-up, saying the simian with the mole died during a failed space mission in 2011.

Iran has never confirmed that a monkey died in 2011, or that there was a failed mission that year.

Tehran says its goal is a manned space flight.

Washington and its allies worry the program may be cover for ballistic missile technology development.

platinumsb-domain-seizureFollowing a two-year investigation, police in Canada arrested Hells Angels? member William Miller along with five other individuals connected with an online sports betting operation on Sunday. A total of $2.5m in cash was seized as a result of nine search warrants served on residences in the Greater Toronto Area and London, Ontario. Police also seized the domain of a Costa Rica-based website, PlatinumSB.com, which now displays only a Royal Canadian Mounted Police (RCMP) seizure notice, similar to what US law enforcement agencies have slapped on other gambling domains seized over the past few years.

The investigation that led to the arrests was the work of the Combined Forces Special Enforcement Unit (CFSEU), a multi-jurisdictional operation that includes the RCMP, the Ontario Provincial Police and various local police departments. The targeted operation, which had been in business for nearly a decade, was a credit betting shop that used the website to place the wagers while the money was handled in person in the greater Toronto area. The arrested individuals face charges of bookmaking, participating in or contributing to an activity of a criminal organization, keeping a common betting house and conspiracy

The arrests took place at a banquet hall in Markham, Ontario, where some 2,300 people had gathered for an invitation-only Super Bowl party. Officers interrupted the festivities during the second quarter of the football game, with witnesses reporting officers moving through the crowd and visually identifying suspects who were then marched off in handcuffs. Police seized 20 computers that had been set up to allow those in attendance to wager on the game, although a partygoer told CTV News they didn?t see any gambling going on. At a press conference on Monday, York Regional Police Supt. Paul Pedersen stated that police were ?very comfortable? in saying the party was thrown by organized crime groups.

US COOPERATES WITH CANADIAN DOMAIN SEIZURE REQUEST
RCMP spokesperson Michelle Pierce told CalvinAyre.com the raid was part of Project Amethyst, which also produced the arrest of 21 Ottawa-area individuals connected with a separate online credit betting operation in November. Pierce said the PlatinumSB.com domain ? which is registered via Washington-based Enom Inc. ? was seized after obtaining a Canadian court order and after a request was submitted under the Mutual Legal Assistance Treaty (MLAT) Canada has with the US. The US is home to the Internet Corporation for Assigned Names and Numbers (ICANN), which presides over all .com domains, and WHOIS queries reveal DNS server updates to the PlatinumSB.com domain that could only have been made by ICANN?s omnipotent fingers. (For the record, the US has bilateral MLATs with over 60 countries.)

While Pierce stated that the RCMP was alleging the whole operation was illegal ?from stem to stern,? she clarified that the RCMP was ?not saying in any way that the group that?s administering this particular domain or housing the server name is in any way doing anything wrong. In fact, they?ve cooperated with us under a judicial authority.? Pierce said the RCMP believed ?the proceeds that came through this offshore gambling were then funneled back into other criminal activities.? Pierce said there were specific forms of gambling unavailable to Canadians through their provincial lottery corporations and ?organized crime took advantage of this.?

Given that more and more provincial lottery outfits are taking their operations online ? the Ontario Lottery & Gaming Corp. recently launched an information-only site dubbed PlayOLG.ca to pimp the launch of its own online operation later this year ? we felt compelled to ask whether the RCMP would go on to target legitimate international online gambling operations offering Canadians more wagering options than provincial lottery corporations. Pierce would only say that gambling through the lottery firms was ?licensed, monitored, measured and it gives back into the community,? and that gambling outside these parameters was ?illegal? for Canadians.

CALM BEFORE THE STORM?
While taking sports wagers at an Ontario banquet hall is undoubtedly illegal, many legal eagles maintain that it?s absolutely not illegal for companies like William Hill, Bet365, Ladbrokes, PokerStars et al to serve the Canadian market, provided these companies don?t base their operations in Canada. Some of these companies have also entered into highly visible sponsorships with the Canadian Football League, with nary a peep of protest from law enforcement agencies. But is this silence about to be broken?

If this episode indicates anything, it?s that the viability of an American-registered .com domain can no longer be assured simply by steering clear of offering services to Americans. Only time will tell, but the safety of a .ca domain may prove equally sketchy. The US now appears receptive to requests from other countries to target gambling firms by attacking their online backbone. (We eagerly await ICANN?s reaction after China files a request to seize Google.com because it refuses to IP-block Chinese residents from accessing information on Tianamen Square, or the New York Times? domain because it won?t stop publishing dirt on China?s leaders.)

While Canada has yet to take any action against the big European online gaming companies, those firms can?t be pleased with the knowledge that this is now an option Canadian law enforcement can consider employing. If OLG?s online offering ultimately fails to make much of an impact with Ontario?s gamblers, will outspoken CEO Paul Godfrey start publicly calling for measures to prevent international operators from drinking OLG?s milkshake? Will a company like Bwin.party then beat a hasty retreat like its individual components did from the US in 2006, or will it dig in its heels, like it did in Belgium and Germany, and furiously spin its black market status into that of a free market white knight? In case Norbert Teufelberger was curious, Canadian prisons do not all serve poutine on Fridays.

Dyson's Airblade Tap lets you wash and dry right in the sink

Dyson continues its streak of unlikely innovation in the world of hand-dryers with the Airblade Tap, which allows you to wash your hands and dry them without leaving the sink.

It may seem strange at first to focus so much engineering prowess on the question of how to best dry people's hands, but it's not a trivial problem: Paper towels are effective but wasteful, and other air dryers can be unhygienic, and power hogs to boot.

Dyson's latest device aims to solve all those problems ? as well as that of having to carry your drippy hands over to the dryer, leaving the floor wet and slippery (and a haven for germs).

It's called the Airblade Tap, and it's essentially the well-known air-jet hand dryer built right into a faucet. You put your hands under the tap and it turns on automatically, then when you're ready to dry, you simply put your hands under the tubes that project outward, and the air starts blasting out.

The excess water is fired into the sink, which is much better than having it fly all over the floor or collecting it inside the dryer. And there's no need to touch anything throughout the whole process. With an estimated yearly running cost of $48, it should pay for itself in savings over paper towels in a few years.

Dyson also added a compact new wall unit to its line of hand dryers, and updated the existing Airblade with the motor they developed for the Tap. Expect these fancy new sinks to start popping up in hotels, airports, and other public places later this year ? there's no US pricing yet, but the Tap will sell in the UK for ?999, or around $1500.

If you're looking to add some extra optic modules to your Lensbaby system, the Optic Kit ($100 direct) may be the first place you look. If you already have a Lensbaby with a Double Glass Optic, you'll likely have a hard time justifying the purchase of the Single Glass Optic. I personally like the look of the Single Glass lens with an f/4 aperture disc, but at wider apertures?without an aperture disc it is an f/2 lens?it is extremely soft. Once you've stopped it down to f/4, the images are very close in character to those captured by the Double Glass, only with a bit less contrast and sharpness and more chromatic aberration in high contrast areas.

The Plastic Optic is a lens unto itself. As it name implies, it uses a plastic lens element rather than a glass one, which can lead to some very soft, dreamy images. At f/2 everything you photograph seems to glow a bit, and while you can recognize what you focused on, it is not exactly sharp. Adding an aperture disc really helps to balance things out?at f/2.8 and f/4 its images are still very different from those captured with a glass lens, but the sharpness of what you've focused on makes the images pop.

The Pinhole/Zone Plate is a lens that doesn't really lend itself to the Lensbaby tilt method. Because of the ultra-small aperture, f/19 in Zone Plate mode and f/177 in Pinhole mode, pretty much everything in its 50mm field of view will be in focus, and longer exposures on a tripod are necessary for effective use. It mimics the look of an old pinhole camera?the entire image has a soft look. If you are interested in a pinhole lens for your digital camera you'll be able to find a body cap that serves the same purpose on eBay for much less cash. If you do want the Zone Plate functionality, which has a number of small openings arranged in a concentric pattern, you'll see the appeal of this lens. When used in Zone Plate mode it captures images that are soft from corner to corner, similar to looking through a foggy window, and bright light sources take the shape of the Zone Plate pattern.

The lenses in the Lensbaby Optic Kit are, on their own, a lot of fun. They used to be available for purchase separately, so if only one of the three appealed to you, purchasing on its own was an option. Now the only way to get them new is via the kit, which has an off-putting price if you aren't interested in everything in the package. Of the three, my favorite is the Plastic Optic, simply because it is useful as a selective focus lens and is vastly different in character to the Double Glass Optic that ships with most Lensbaby lenses. The Single Glass Optic is too similar to its Double Glass sibling. You can pick up a body cap that has been drilled to act as a pinhole lens on eBay for under $15, although you won't find a Zone Plate equivalent at that price.

Secret Service chief to step down this month

(AP) ? Secret Service Director Mark Sullivan announced his retirement Friday, bringing to a close a turbulent period for the law enforcement agency that included a South American prostitution scandal and a pair of White House gate-crashers.

In nearly seven years as director, Sullivan had to answer serious questions from lawmakers on two occasions about his employees' actions on the job and off.

Last May, in testimony before Congress, Sullivan apologized for the conduct of Secret Service employees caught in a prostitution scandal in Colombia. Thirteen agents and officers were implicated after an agent argued with a prostitute over payment in a hotel hallway in Cartagena, Colombia.

The employees were in the Caribbean resort city in advance of President Barack Obama's arrival for a South American summit in April. After a night of heavy partying in some of Cartagena's bars and clubs, the employees brought women, including prostitutes, back to their hotel. Eight of those Secret Service employees were forced out of the agency, three were cleared of serious misconduct and at least two were fighting to get their jobs back.

The incident prompted Sullivan to issue a new code of conduct that barred employees from drinking within 10 hours of the start of a shift and from bringing foreigners to their hotel rooms

In 2009, Sullivan had to answer questions about how a pair of aspiring socialites talked their way into a state dinner at the White House. That the pair made it into the highly secured event was not only a violation of protocol but raised questions about how easily an unauthorized person could gain close access to the president and vice president.

"In this case, I fully acknowledge the proper procedures were not followed and human error occurred in the execution of our duties," Sullivan told lawmakers after the incident.

Sullivan struck a similar tone in May when he apologized to lawmakers for the behavior of the Secret Service employees in Colombia, insisting that the incident was not indicative of a larger culture problem at the agency.

Sullivan's retirement is effective Feb. 22. His replacement has not been announced.

In an internal message Sullivan sent to employees Friday, he said he was "extremely proud to have had the opportunity to work with the men and women of the Secret Service and represent an agency so deserving of its reputation as one of the finest law enforcement agencies in the world."

Sullivan joined the Secret Service in 1983 after three years as a special agent in the Inspector General's Office at the Department of Housing and Urban Development. He was appointed director in 2006.

Despite the scandals and questions from lawmakers, he maintained support from Obama, Homeland Security Secretary Janet Napolitano and numerous lawmakers.

"I want to thank Mark Sullivan for nearly 30 years of service to our nation at the United States Secret Service, a tenure that saw the agency protect five first families including my own," Obama said in a statement. "And since 2006, as director, Mark has led the agency with incredible dedication and integrity."

Napolitano thanked Sullivan for his service. "His commitment to keeping our country and its top officials safe is unparalleled and his devotion to the mission of the Secret Service and Department of Homeland Security has been unwavering," she said in a statement.

In three decades with the Secret Service, Sullivan's career took him to Detroit, Columbus, Ohio, and ultimately Washington, where he served on the security detail for President George H.W. Bush.

Sullivan, who is from a large Irish Catholic family, has been married to his wife, Laurie, for more than 20 years, and they have three daughters. He loves hockey and played in an adult league until a few years ago.

"If you were casting someone for the role of director of the Secret Service, he looks the part," Sullivan's former boss in the service's Detroit division, James Huse, told the AP last year. "He's a tall, handsome Irishman, with grey hair and the demeanor of a born leader."

(AP) ? Twitter confirmed Friday that it had become the latest victim in a number of high-profile cyber-attacks against media companies, saying that hackers may have gained access to information on 250,000 of its more than 200 million active users.

The social media giant said in a blog posting that earlier this week it detected attempts to gain access to its user data. It shut down one attack moments after it was detected.

But it discovered that the attackers may have stolen user names, email addresses and encrypted passwords belonging to 250,000 users. Twitter reset the pilfered passwords and sent emails advising affected users.

The online attack comes on the heels of recent hacks into the computer systems of U.S. media and technology companies, including The New York Times and The Wall Street Journal. Both American newspapers reported this week that their computer systems had been infiltrated by China-based hackers, likely to monitor media coverage the Chinese government deems important.

China has been accused of mounting a widespread, aggressive cyber-spying campaign for several years, trying to steal classified information and corporate secrets and to intimidate critics. The Chinese foreign ministry could not be reached for comment Saturday, but the Chinese government has said those accusations are baseless and that China itself is a victim of cyber-attacks.

"Chinese law forbids hacking and any other actions that damage Internet security," the Chinese Defense Ministry recently said. "The Chinese military has never supported any hacking activities."

Although Bob Lord, Twitter's director of information security said in the blog that the attack "was not the work of amateurs, and we do not believe it was an isolated incident."

"The attackers were extremely sophisticated, and we believe other companies and organizations have also been recently similarly attacked," Lord said. "For that reason we felt that it was important to publicize this attack while we still gather information, and we are helping government and federal law enforcement in their effort to find and prosecute these attackers to make the Internet safer for all users."

One expert said that the Twitter hack probably happened after an employee's home or work computer was compromised through vulnerabilities in Java, a commonly used computing language whose weaknesses have been well publicized.

Ashkan Soltani, an independent privacy and security researcher, said such a move would give attackers "a toehold" in Twitter's internal network, potentially allowing them either to sniff out user information as it traveled across the company's system or break into specific areas, such as the authentication servers that process users' passwords.

In a telephone interview Friday, Soltani said that the relatively small number of users affected suggested either that attackers weren't on the network long or that they were only able to compromise a subset of the company's servers.

Twitter is generally used to broadcast messages to the public, so the hacking might not immediately have yielded any important secrets. But the stolen credentials could be used to eavesdrop on private messages or track which Internet address a user is posting from.

That might be useful, for example, for an authoritarian regime trying to keep tabs on a journalist's movements.

"More realistically, someone could use that as an entry point into another service," Soltani said, noting that since few people bother using different passwords for different services, a password stolen from Twitter might be just as handy for reading a journalist's emails.

Rick Perry: Boy Scouts Should Keep Anti-Gay Policy

AUSTIN, Texas (AP) ? Texas Gov. Rick Perry said emphatically Saturday that the Boy Scouts of America shouldn't soften its strict no-gays membership policy, and dismissed the idea of bending the organization to the whims of "popular culture."

Perry is an Eagle Scout and in 2008 he authored the book "On My Honor: Why the American Values of the Boy Scouts Are Worth Fighting For." It detailed the governor's deep love for the organization and explained why it should continue to embrace traditional, conservative values ? including excluding openly gay members and Scout leaders.

America's longest-serving governor addressed the Texas Scouts' 64th annual Report to State, where hundreds of Scouts from around Texas filled the state House of Representatives to announce their delegation's recent accomplishments.

Perry has addressed the gathering several times before, most recently in 2010, but not since the announcement that the Scouts' national leadership is mulling scrapping the mandatory exclusion of gay members. Instead, the group could allow different religious and civic groups that sponsor Scout units to decide for themselves how to address the issue ? either maintaining the exclusion or opening up their membership.

Even though the Boy Scouts reaffirmed the no-gays policy just seven months ago, the proposal is expected to be discussed, and possibly voted on, at the meeting of the Scouts' national executive board, which begins Monday in Irving, outside Dallas.

Perry told the youngsters that the Scouts was a key reason he joined the U.S. Air Force and later sought public office, and that society's failure to adhere to the organization's core values was a cause for high rates of teen pregnancy and wayward youth who grow up to be "men joining their fathers in prison."

Speaking to reporters afterward, Perry said: "Hopefully the board will follow their historic position of keeping the Scouts strongly supportive of the values that make Scouting this very important and impactful organization."

"I think most people see absolutely no reason to change the position and neither do I," Perry said. He said his views on the subject haven't changed since writing his book, in which he noted that profits would be donated to the Boy Scouts of America Legal Defense since "they continue to be under attack from the forces of secularism."

Asked if he would feel different about the Scouts if the policy is changed, Perry wouldn't say. But he added: "to have popular culture impact 100 years of their standards is inappropriate."

He also disagreed that allowing members of all sexual preferences would make the Scouts more tolerant: "I think you get tolerance and diversity every day in Scouting."

Fred Sainz of the Human Rights Campaign, a national gay rights group, said Saturday, "It's a shame that Governor Perry has chosen to be on the wrong side of history."

"Governor Perry and the Boy Scouts are both completely out of touch with where America is going on this issue," he said "There should be one national, non-discrimination policy. We can't quite wrap our heads around why that is so difficult to do in 2013."

Perry wrote in his book that he doesn't "believe the teaching of sexual preference fits within the parameters of Scouting's mission," but also made it very clear he'd like to keep gay members from joining.

"Because gay activism is central to their lives, it would unavoidably be a topic of conversation within a Scout troop. This would distract from the mission of Scouting: character building, not sex education," he wrote.

Perry also questioned whether sexual preference is determined at birth or is a matter of personal choice in his book, and wrote that he doesn't believe in "condemning homosexuals that I know personally."

Zach Wahls is an Eagle Scout raised in Iowa by two lesbian moms who has become a leading activist against the no-gays policy. Wahls said by phone Saturday he believes national Scout leaders will soften the membership policy next week, and he hopes the move won't make Perry won't turn his back on the Scouts.

"We've been called bullies and had people say 'you're imposing your will,'" he said. "Our organization isn't calling for the removal of anybody who disagrees with us. We support fully inclusive Scouting."

Longevity Gene: Discovery opens the door to a potential 'molecular fountain of youth'

Jan. 31, 2013 ? A new study led by researchers at the University of California, Berkeley, represents a major advance in the understanding of the molecular mechanisms behind aging while providing new hope for the development of targeted treatments for age-related degenerative diseases.

Older and fitter? New findings from a UC Berkeley-led study could have implications for the development of treatments for age-related degenerative diseases.

Researchers were able to turn back the molecular clock by infusing the blood stem cells of old mice with a longevity gene and rejuvenating the aged stem cells' regenerative potential. The findings were published online on Jan. 31, in the journal Cell Reports.

The biologists found that SIRT3, one among a class of proteins known as sirtuins, plays an important role in helping aged blood stem cells cope with stress. When they infused the blood stem cells of old mice with SIRT3, the treatment boosted the formation of new blood cells, evidence of a reversal in the age-related decline in the old stem cells' function.

"We already know that sirtuins regulate aging, but our study is really the first one demonstrating that sirtuins can reverse aging-associated degeneration, and I think that's very exciting," said study principal investigator Danica Chen, UC Berkeley assistant professor of nutritional science and toxicology. "This opens the door to potential treatments for age-related degenerative diseases."

Chen noted that over the past 10 to 20 years, there have been breakthroughs in scientists' understanding of aging. Instead of an uncontrolled, random process, aging is now considered highly regulated as development, opening it up to possible manipulation.

"A molecular fountain of youth"

"Studies have already shown that even a single gene mutation can lead to lifespan extension," said Chen. "The question is whether we can understand the process well enough so that we can actually develop a molecular fountain of youth. Can we actually reverse aging? This is something we're hoping to understand and accomplish."

Chen worked with David Scadden, director of the Center for Regenerative Medicine at Massachusetts General Hospital and co-director of the Harvard Stem Cell Institute.

Sirtuins have taken the spotlight in this quest as the importance of this family of proteins to the aging process becomes increasingly clear. Notably, SIRT3 is found in a cell's mitochondria, a cell compartment that helps control growth and death, and previous studies have shown that the SIRT3 gene is activated during calorie restriction, which has been shown to extend lifespan in various species.

To gauge the effects of aging, the researchers studied the function of adult stem cells. The adult stem cells are responsible for maintaining and repairing tissue, a function that breaks down with age. They focused on hematopoietic, or blood, stem cells because of their ability to completely reconstitute the blood system, the capability that underlies successful bone marrow transplantation.

The researchers first observed the blood system of mice that had the gene for SIRT3 disabled. Surprisingly, among young mice, the absence of SIRT3 made no difference. It was only when time crept up on the mice that things changed. By the ripe old age of two, the SIRT3-deficient mice had significantly fewer blood stem cells and decreased ability to regenerate new blood cells compared with regular mice of the same age.

What is behind the age gap? It appears that in young cells, the blood stem cells are functioning well and have relatively low levels of oxidative stress, which is the burden on the body that results from the harmful byproducts of metabolism. At this youthful stage, the body's normal anti-oxidant defenses can easily deal with the low stress levels, so differences in SIRT3 are less important.

"When we get older, our system doesn't work as well, and we either generate more oxidative stress or we can't remove it as well, so levels build up," said Chen. "Under this condition, our normal anti-oxidative system can't take care of us, so that's when we need SIRT3 to kick in to boost the anti-oxidant system. However, SIRT3 levels also drop with age, so over time, the system is overwhelmed."

Old mice, new blood

To see if boosting SIRT3 levels could make a difference, the researchers increased the levels of SIRT3 in the blood stem cells of aged mice. That experiment rejuvenated the aged blood stem cells, leading to improved production of blood cells.

It remains to be seen whether over-expression of SIRT3 can actually prolong life, but Chen pointed out that extending lifespan is not the only goal for this area of research. "A major goal of the aging field is to utilize knowledge of genetic regulation to treat age-related diseases," she said.

Study co-lead author Katharine Brown, who conducted the research as a UC Berkeley Ph.D. student in Chen's lab, said SIRT3 has some potential in this regard.

"Other researchers have demonstrated that SIRT3 acts as a tumor suppressor," said Brown. "This is promising because, ideally, one would want a rejuvenative therapy where you could increase a protein's expression without increasing the risk of diseases like cancer."

The other co-lead author of this study is Stephanie Xie, a post-doctoral fellow at Massachusetts General Hospital's Center for Regenerative Medicine at the time of the study. Xie is now a post-doctoral fellow at the University of Toronto.

A number of funding sources supported this study, including the Searle Scholars Program, the National Institutes of Health and the Siebel Stem Cell Institute.

Responsibilites:

  • Customer Service Specialists are responsible for taking leads and turning them into energy audits.

Other responsibilities include:

  • Handling customer service issues as they arise and seeing them through until the customer is satisfied.
  • The CSS is also responsible for creating and executing customer acquisition events.
  • Secondary responsibilities also include answering phones, making follow up and courtesy calls, as well as providing general support for the sales team.

Qualifications:?

  • Sales/Customer Service experience.?
  • Comfort spending much of the day on the phone.
  • Computer literacy.?

Tornado watch in Triad; flash flood warning north, west

Emergency officials performed multiple water rescues in the mountains and foothills Wednesday night, and winds caused many trees to fall in the Triad.

At least 2 inches of rain fell in most of the higher elevations, and more than 4 inches of rain fell at official reporting stations in Ashe and Watauga counties.

Emergency officials performed at least four water rescues took place in Boone alone, and many streets were closed. Not long after the rain subsided, snow showers were forecast to fall in Boone.

Several mudslides were reported in Carroll County, National Weather Service officials said.

In the Triad, the biggest obstacle from the storms was wind. Gusts of 45 mph or greater caused multiple trees to fall in Forsyth, Guilford, Davie and Randolph counties.

NWS received reports of a tree on a house south of Lake Townsend and an outbuilding blown down in Franklinville. However, power outages never got above 1,000 in any county.
